Concept & Expected Outputs
This initiative is not limited to preparing a traditional urban plan; it represents a national and international platform for accommodating and localizing global expertise, translating the spirit of renewal and openness to the best international experiences. It aims to create an urban model that reflects the Libyan identity by delivering a modern, interconnected urban fabric where sustainability, resilience, and the economic function of the study area are achieved, meeting the strategies and vision of the LRDF initiative through a set of the following outputs:
Short-Term Deliverables (Competition Submissions)
- Preliminary Development Vision: A general idea about the place’s identity, project components, and future growth directions (report).
- Concept Masterplan: Illustrating the distribution of main activities, spatial relationships, and general urban structure (plan at 1:2000 scale).
- Preliminary Land Use Conceptions: Identifying residential, commercial, service, recreational areas, and green spaces (plan at 1:2000 scale).
- Detailed Plan for the Target Area: Planning regulatory lines, land subdivisions, building heights, and visual design elements (plan at 1:1000 scale).
- General Framework for Movement and Mobility Networks: Main vehicle axes, pedestrian and bicycle paths, and internal/external linkages (plan at 1:2000 scale).
- Conceptual Drawings for Public Spaces and Urban Facades: Squares, parks, urban gathering points, and place-identity elements (architectural perspectives and 3D drawings).
- Preliminary Conception for Infrastructure and Services: Outlines for water, energy, communications, integrating sustainability principles (technical report).
- Preliminary Socio-Economic Recommendations: Proposals to support economic activities and improve quality of life (technical report).
- Any technical requirements that enhance the initial artistic concept (e.g. models, simulation videos).

- Smart and Sustainable City: Adopting renewable energy, smart transport systems, and flexible planning adaptable to climate and technological changes.
- Preserving Cultural Identity: Conserving architectural heritage and historical landmarks while integrating them into a modern urban vision.
- Economic Competitiveness: Transforming Benghazi into Libya’s economic capital, creating attractive investment zones, and partnerships with the private sector.
- Inclusivity and Community Participation: Enabling universities, youth, and civil society to contribute to shaping the plan, ensuring fair distribution of services.
- Transparency and Sound Governance: Adopting independent evaluation committees, clear criteria, and publishing results to ensure trust locally and internationally.
- Developing the Unique Geographical Location: Positioning Benghazi as a gateway and a natural link between Europe, Africa, and the Middle East.
- Producing a Post-Conflict Urban Renewal Model: Symbolizing resilience and renaissance.
- Launching a Global Competitive Platform: Open to 200-250 international companies.
