The time of traditional initiatives has passed, and a new era of global competitive development has begun.
Under the supervision and follow-up of the General Director of the Fund for Development and Reconstruction of Libya, Engineer Belkasem Hiftar, and the mandate of FDRL, the Global Competitive Urban Planning Initiative for Benghazi (GCUPI-B) has been launched as the driving force behind Benghazi’s transformation into an integrated international economic capital.

From a city deeply rooted in civilization and history—long positioned as a vital crossroads for commerce, culture, and influence across the Mediterranean and beyond—we now advance to elevate Benghazi into a world-class economic hub for trade and logistics, dynamically interconnected with global markets.

GCUPI-B represents the world’s first open, international competitive process dedicated to generating real, forward-looking concept masterplans and innovative solutions that shape Benghazi’s urban future. Today, we are opening the gateway to a new realm of strategic investment opportunities in the Mediterranean, inviting firms, experts, and innovators from every continent to not only compete, but to co-author the next great chapter in Benghazi’s development.

Approval and Submission

​Upon registration, all applicants will be subject to a preliminary review. Candidates who meet the required professional track record and qualification standards will be officially contacted for approval to proceed. Approved participants will then receive access to the comprehensive City Dossier and the formal guidelines for submitting their detailed concept plan and urban solutions.

Evaluation and Selection

​Following the submission deadline, all proposals or requests of contribution will be rigorously evaluated by a multi-disciplinary technical committee. The criteria focus on creativity, cultural responsibility, urban efficiency, and economic viability.

​The top-ranking proposals will move forward to the three-day Benghazi Event for final review and presentation and joining the conferences and exhibitions. For individuals or self-employed experts who submit truly exceptional proposals, the FDRL will initiate contact to arrange necessary logistical and organizational support (logistics TBD) so their proposals are integrated and presented on the global stage.
