FDRL’s General
Manager’s Message
It is my distinct honor to welcome you to the official platform of the Global Competitive Urban Planning Initiative – Benghazi (GCUPI-B). This initiative is the keystone of the strategic vision set forth by the Fund for Development and Reconstruction of Libya (FDRL).
Today, we stand at a pivotal moment in the history of our ancient city. We are not simply launching a competition; we are initiating a global partnership to integrate ambitious visions with the finest international expertise, thereby charting a course for a future worthy of Benghazi’s deep legacy and strategic importance.
We understand that development is not merely about infrastructure and construction, it is about forging hope, empowering our people, and establishing a smart, sustainable, and economically vibrant city. Therefore, the GCUPI-B is an open global platform where major enterprises and institutions are invited to compete. We seek designs and innovative solutions that must align with our national economic priorities, respect our unique cultural and social context, and decisively anticipate the economic horizons of tomorrow.
Benghazi, with its strategic location on the shores of the Mediterranean, is destined to be more than a regional center. It must emerge as an international economic capital, a leading urban hub connecting Africa and Europe, and a global model for modern cities that utilize advanced technology and creativity to achieve sustainable growth.
As we extend this invitation to all international partners, academic institutions, and specialized experts to participate, we affirm that this competition is designed not only to secure an integrated urban plan for the city. It is intended to launch a collective, inspirational journey that will translate our nation’s dreams into tangible reality, opening vast new horizons for investment, procurement, and sustainable partnership.
Let us collectively ensure Benghazi becomes a global success story. May this platform be our definitive window to that future, where professional creativity meets national responsibility, and vision is transformed into an enduring achievement.
